TNI Commander: The Role of the TNI and Polri in the Era of Sustainable Change

(Puspen TNI). At present, the role of the TNI and Polri is in an era of continuous change, all moving dynamically, including in the life of the nation and state. That change will occur continuously and nothing will remain static in this world.

This was conveyed by the TNI Commander Marshal TNI Dr. (H.C.) Hadi Tjahjanto, S.I.P. accompanied by the National Police Chief General Pol Drs. Idham Azis, M.Sc., Chief of Staff of the Navy Admiral TNI Siwi Sukma Adji, SE, MM, Chief of Staff of the Air Force Marshal TNI Yuyu Sutisna, SE, MM, and Deputy Chief of Staff of the Army Lieutenant General TNI Tatang Sulaiman when opening the TNI-Polri Leadership Meeting in 2020, took place at GOR A. Yani TNI Headquarters, Cilangkap, East Jakarta, Tuesday (1/28/2020).


The Leadership Meeting of TNI-Polri in 2020 was attended by 359 participants consisting of 186 TNI Headquarters Officers and Force, 173 Polri Officers. The theme of the Leadership Meeting of TNI-Polri in 2020 is "Based on Professionalism, Solidity, and Synergy, TNI-Polri Ready to Secure the Simultaneous Regional Election in 2020 As well as Safeguarding National Development in the Framework of Toward Forward Indonesia". This theme is a form of anticipation of real unpredictable threats that will affect national stability going forward.


The TNI Commander said that there was a new direction after the reformation, in which the structure of the Indonesian Armed Forces (ABRI) was changing. The demand for reform is that the National Police must be separated from the Armed Forces, to separate the Defense and Security functions. Twenty years after the reformation passed, the TNI-Polri organization was completely separate. But in terms of the assignment spectrum there are still slices of similarity and there has never been a total segregation or separation between the TNI-Polri.


In a broader scope, there is a spectrum of threats and problems of the nation that must be resolved jointly between the TNI and Polri. In conditions of war, the military must win the battle, but in peacetime, the military must be persuasive. There is a transition between the two conditions that is blurring boundaries, namely maintaining security stability, especially faced with a broader spectrum of security threats and a widening spectrum of tasks that must be completed together (synergy).


At this Leadership Meeting, the TNI Commander emphasized the TNI's policy in dealing with future tasks related to the National Police. First, secure the simultaneous local elections and PON XX. The elections will be held simultaneously in the election of 9 Governors, 224 Regents and 37 Mayors in various regions. Likewise in the implementation of PON XX in Papua, this activity needs to be an important concern so that it runs safely and smoothly. The TNI-Polri officers need to work together in synergy to secure Papua and other regions.

Second, to anticipate and prepare for natural disasters and humanitarian disasters. Each Command or Regional Unit must have a vulnerability analysis and contingency plan in its area of responsibility.
Third, beware of excessive exploitation of illegal natural resources. The case in the North Natuna Sea is an important lesson so it cannot happen in other regions. Illegal mining, deforestation that damages the environment must be stopped and the perpetrators must be processed in accordance with applicable law
